1- Editorial by Yves Berthelot, President of PEKEA

Toward Dakar

The Dakar Conference will be an important step in the work of PEKEA and you are all cordially invited to attend it.

Dakar will focus on the fourth of the building blocks on the basis of which PEKEA will endeavour to develop a political and ethical knowledge on economic activities. The theme individual and collective behaviours is difficult as it addresses our own contradictions and is a major issue for a world where individual values seem to conflict with collective ones. At the previous PEKEA Conferences, we easily agreed on the values of reliance, responsibility, and commitment. Each of them is positive, clear and uncontroversial. In Dakar, we will have to think about a balance between individual and collective values, a balance that can and ask to change. Therefore, we will have to consider what could be the proper mechanisms of arbitration.

At the general Assembly in Dakar, we will have to take stock of the activities of the working groups and the dialogue initiated with local authorities. We will, also, agree on guidelines for the Scientific Committee for the preparation of the synthesis and conclusions of our first five years of activity and proposals for the future.

I look forward to reading your contributions and to meeting you in Dakar.

4 - Annual Electronic Meeting of PEKEA Board (April-May 2006)

An electronic meeting of the board of PEKEA NGO has been organised (25th April to 6th May) as each year to examine the on-going preparation of our activities, mainly to prepare the next conference and to set up the tools able to facilitate a collective work and contemplate what can be proposed at the next General Assembly.

A broader and deeper mode of organising interactions between PEKEA working groups is being set up through a web-page presenting existing and potential international working groups. This has already started.

An evolution of PEKEA as a more internationalised structure with Regional Chapters, with one chapter by continents: one in America (Brazil? Mexico?...), one in Asia (India?...), one in Africa (Senegal…), one in Europe ( France?...). This is to be discussed in the next General Assembly.

Also to be discussed at the General Assembly will be the organization, since it was the initial perspective, of an international seminar of our scientific committee during one week, to take stock of all previous works and to define something beyond our initial argument and foundations. What are the possible outlines of a new paradigm, what is the PEKEA line?

This will be followed by a world conference to launch a large research programme on terms of reference designed according to this new paradigm. This will be for 2007-2008.

Finally let say again that the Club of Local Governments must find backers and be promoted everywhere; first works directed to be resources for LGs will help them to find an interest to join.

5- New = PEKEA Working Groups Web-Page

PEKEA Working Groups Web-Page

Since 2002, a few working groups have been set up here and there and their members have met locally or on the occasion of one or several of our annual international conferences (4 conferences up to now).
It is time now to have some permanent information about these groups and to open to them a page in our website. This page will be a door open to make contacts through one or a few coordinators; it will be also an access to texts prepared by participants to the working groups; selected by the coordinators, these texts will mention an e-mail address, offering to the reader the possibility to react.

All possible topics about new thinking and new practices about Economic Activities are not currently addressed by colleagues within a working group organised in relation to PEKEA network. Thus we cannot offer information and links for all interesting topics, and we must recognize that we are very far from an exhaustive coverage. So please don’t hesitate to join and to help to make some advance!

To display information about a working group, there is a need to have at least two people from two countries and two different backgrounds (practitioner and researcher or researchers from different disciplines) acting as coordinators and accepting to help broad networking within PEKEA.

We have listed the general topics in which we would have work to do, and some specific sub- topics when one working group linked to PEKEA is currently addressing it or is in process of being set up.

General information is in English but texts may be posted in any languages included languages different from French and Spanish.
